What is Stormwater?
Stormwater runoff is generated from rain and snowmelt events that flow over land or impervious surfaces, such as paved streets, parking lots, and building rooftops, and does not soak into the ground. The runoff picks up pollutants like trash, chemicals, oils, and dirt/sediment that can harm our rivers, streams, lakes, and coastal waters.
The Village of Webster is a member of the Monroe County Stormwater Coalition. The Coalition implements a wide range of projects and programs including public education, training for municipal employees and the land development community, demonstrations of practices that reduce polluted runoff from developed land, technical assistance with permits and erosion control, investigations of stormwater outfalls for indicators of illegal discharges, assessments of municipal facilities for opportunities to prevent pollution.
The Village of Webster's Stormwater Management Program Plan is available for review at Village Hall, located at 28 West Main Street, Webster, NY 14580. Questions or comments regarding the SWMP Plan should be directed to the Stormwater Program Coordinator.

An illicit discharge is defined as any discharge to the Municipal Separate Storm Systems (MS4) system that is not composed entirely of storm water. Discharges can come from a wide-range of sources including:

- illegal dumping of paints, or automotive fluids (ie: oils & coolants)
- hazardous wastes
- laundry or car wash-water
- pool backwash water
- improper connections of sanitary sewer lines or laundry waste
