Public Works Services
The Department of Public Works has been happy to serve the community for over a century. In 1905, our goal was to provide Village residents with necessary services to make life enjoyable then, and the same can be said for today.
Please contact us if you have any public works related questions or needs and we'll be happy to assist you.

Brush Removal
The Public Works Department provides brush removal service all year round typically during the first full week of the month, which includes Christmas trees. Please have your brush to the curb no later than the Sunday night before the pick-up week of the month (see dates below), as only one pass will be made down Village streets. Be sure to adhere to the following guidelines regarding brush removal:
Also, please do not place the following materials in with your brush as they may be harmful to our Public Works Personnel and/or they can damage our equipment:
**The materials listed above can cause serious damage to the blade on the chipper that would result in costly repairs, and a delay in the chipping process. This type of debris can be placed in your garbage tote for your hauler to pick up.
Brush Pick-Up Week Starting Dates for 2023:
- Brush should be at least 1 inch but not more than 6 inches in diameter
- Shrubs must be no larger than 18 inches in diameter
- Brush must be a minimum of 4 feet in length
- Place the cut ends of the branches towards the curb, and remember that all brush must be facing the same direction
- The Village cannot pick up brush that is generated by a contractor doing tree trimming or tree removals on your property. The contractor must chip or otherwise remove the brush from your property. The brush pick-up service is for limbs gathered and put out to the curb from the lot at which it is placed for pick-up.
Also, please do not place the following materials in with your brush as they may be harmful to our Public Works Personnel and/or they can damage our equipment:
- Lumber of any kind
- Vines or thorny materials such as grapevines or rose bushes
- Small or short twigs less than 1 inch in diameter or less than 4 feet in length
- Anything with roots or dirt in it
- Weeds
- Animal Waste

Fall & Winter Reminders

Leaf Pick up: This service begins when the autumn leaves begin to accumulate on the ground and will be on a daily basis until the beginning of December, or until the first heavy snowfall, whichever comes first. The Public Works Department will traverse each Village street once a week to remove leaves from the curb. To help make leaf pick up easier for yourself and our DPW staff, we request you follow some simple guidelines:
Snow Plowing: The Village Public Works Department works hard to keep our streets clear of snow and ice. Here are a few helpful hints to make the plowing efforts more effective:
Damaged mailboxes: It is the Village Department of Public Works’ policy to replace mailboxes that are damaged by the Village’s snowplowing operations with a standard rural mailbox and 4’x4” wood post. Since there is not statutory or legal authority which grants a property owner or resident along a public highway the right to place a mailbox in the highway right-of-way, replacement of mailboxes is done as a courtesy and only the standard replacement can be provided.
Fire hydrants: Please help maintain accessibility to the hydrant nearest your home or place of business by shoveling snow away. Hydrants need to be accessible to fire fighters at all times.
Snow bank tunneling: Please do not allow your children to play in roadside snow banks as they can collapse or snow plows could hit or bury children in the tunnels. Playing in the snow banks is very dangerous and needs to be discouraged.
- -Do not place brush, rocks, pumpkins, wood, plastic, or other foreign material with your leaves
- -Do not bag your leaves for Village curbside pickup
- -Do not place leaves in roadway, or on top of drainage structures, concrete, in gutters, or drainage ditches
Snow Plowing: The Village Public Works Department works hard to keep our streets clear of snow and ice. Here are a few helpful hints to make the plowing efforts more effective:
- Do not plow, push, or blow snow from driveways in the street. Not only does it create a potential danger, but NYS Vehicle and Traffic Law prohibits these deposits in a public street.
- Do not plow, push, or blow snow from driveways onto the sidewalk. Plowed snow on the sidewalk taxes the Village sidewalk clearing equipment and hinders the ability for the Department of Public Works to clear the sidewalks in a timely manner.
- Please refrain from parking in the street when possible. Village law restricts parking in Village streets between 2:00 AM and 6:00 AM. Parking in the streets during or following snowfall hinders the snow plowing efforts, restricts traffic flow, and increases the potential for accidents.
- Do not park vehicles across the sidewalk. NYS Vehicle and Traffic Law prohibits the parking of vehicles on sidewalks, but more importantly, the sidewalks cannot be plowed properly if they are blocked.
- Remember to stay at least 100 feet back when following a snowplow or salt truck as the vehicle will frequently back up. If you cannot see the driver of the plow, they cannot see you either.

Appliances & Furniture Pick-Up
**We are no longer accepting bulky items for disposal for the foreseeable future**
Refuse collectors can pick up appliances and furniture if they are less than 42 inches in any dimension or 60 pounds in weight. Property owners are required to dismantle or cut up bulky items (furniture, rugs, etc.) to meet the dimensional and weight limits. For appliances such as stoves, dishwashers, washing machines and dryers, and furniture such as recliners and sofas exceeding the dimensional and/or weight limits, residents are requested to notify the Village Public Works office, and we will make the arrangements to have these items disposed of with our own contractor. TVs, refrigerators, computer monitors, electronics, and microwaves will not be disposed of by the Village. |
Spring Clean Up
The Village will once again complete a Spring Clean Up for residents. The week TBD. To have yard debris picked up it must be placed to the curb by SUNDAY April 23rd. The DPW will make ONE PASS through the Village for pick-up. Please keep yard debris separate from brush. Brush pick-up will follow on the normal schedule of the week of May 1st. Do not mix piles. “SPRING CLEAN-UP” piles should only include yard debris such as leaves, weeds, garden trimmings. Do not place rocks, blocks, or lumber out for pickup. Please remember- Everything must be out by Sunday night for the entire Village. One pass around starts first thing MONDAY MORNING, April 24th.
Spring & Summer Reminders
Grass maintenance: Owners and residents of the Village are required to keep their grass plots maintained and trimmed. Failure to comply with the Village code in these matters will result in written notice sent to the last known address of the taxpayer and they will be given 10 days to solve the matter. If after this time, the lawn or lot has not been taken care of, the Village may enter upon the premises, mow or chemically treat the property, and charge the expense thereof to the property owner in accordance with the current Village Fee Schedule.
Street Cleaning: The main roads and parking lots are swept twice a week by the Village Public Works Department. All other roads are swept on a revolving schedule, with each street being swept every 3 weeks. To avoid traffic and parked cars, the streets are swept during an overnight shift. Please, in accordance with Village Code, do not park cars on the street overnight as it hinders the street sweeping schedule.
Village Trees: The Village Public Works Department maintains over 2,000 trees along our Village streets. Approximately 20% of the trees are professionally trimmed each year. If you have a concern about one of the Village maintained trees, please contact the Department of Public Works so the tree can be evaluated.

General Reminders

Street lights: Our street lighting is maintained by both the Village of Webster and RG&E. Please contact the Public Works Department if you notice a street light that is out or not functioning properly on one of our Village streets. We don’t often know when a street light is malfunctioning since it is normally daytime when our crews are out working, and we appreciate your assistance.
Hazardous Waste Collection: Monroe County provides a service to collect household hazardous wastes. To see a full listing of what they will dispose of, or to make arrangements to drop off your household hazardous waste, please visit their website (http://www.monroecounty.gov/ecopark/) or call them at (585) 753-7600. The Village participates in an annual east side Household Hazardous Waste Collection Day. The schedule and location will be posted on our website prior to the event.
Canine Companions: We all love to take our dogs out for a stroll around the neighborhood, but please be sure to dispose of animal waste properly. Canine owners are required to clean up immediately after their pets on public sidewalks, roads, and gutters.
Street Parking: Parking on Village streets is prohibited between the hours of 2:00 AM to 6:00 AM all year round. This application becomes most critical during the winter months as vehicles parked in the street can hamper snow plowing/salting efforts. Also, please do not park vehicles across the sidewalk; NYS Vehicle and Traffic Law prohibits the parking of vehicles on sidewalks.
