What is the BOA program?
The Brownfield Opportunity Area (BOA) is a New York State program that provides financial and technical assistance to complete area-wide planning efforts to support community revitalization in areas that have been impacted by the presence of brownfields and/or underutilized sites.
How it Works:
Planning
Brownfield redevelopment begins with a planning process that enables communities to articulate a clear vision, goals, and strategies for redevelopment of brownfield sites and broader community revitalization. |
Designation
State Designation of a Brownfield Opportunity Area affirms the commitment of communities and New York State to realize the vision and goals established during the planning process. |
Implementation
With a community-supported plan in place, municipalities and private sector partners can begin to realize the vision and goals of the BOA plan. Designated BOA communities are eligible to access additional State funding and assistance to jumpstart the redevelopment process. |
Goals of the program include:
When key sites are remediated and redeveloped, these properties can increase neighboring property values and the local tax base, ameliorate public health risks and environmental justice concerns, address food deserts, and spur additional investment in a community.
- Assess the full range of community redevelopment opportunities posed by a concentration of brownfields.
- Build a shared community vision for the reuse of strategic sites. Identify actions and partnerships to achieve community revitalization.
- Coordinate and collaborate with local, state, and federal agencies, community groups, and private-sector partners to identify and implement solutions and leverage investments for community improvement.
