VILLAGE OF WEBSTER

LEGAL NOTICE

Notice of the adoption of Webster Business Improvement District Plan and Notice of Public Hearing.

 

The Village Board of the Village of Webster will hold a Public Hearing regarding the establishment of a new Village of Webster Business Improvement District on September 23, 2010 at 7:45 PM in the Community Meeting Room, 29 South Avenue, Webster, New York.

 

Additionally, the following is a summary of a Resolution adopted by the Webster Village Board on August 26, 2010:

 

The District Plan for the Village of Webster Business Improvement District is presently on file in the Village Clerk’s Office at 28 West Main Street, Webster, New York for public inspection. Copies of the full text of the Village Board’s Resolution adopting the District Plan are available, free of charge to the public from the Village Clerk’s Office. Said Resolution includes a copy of the District Plan.

 

The proposed improvements that are to be provided pursuant to the District Plan include, but are not limited to, the following:  

  • Parking Improvements to increase parking supply, enhance pedestrian traffic and connections, increase awareness through signage and improve overall parking management;
  • Street and sidewalk amenities to improve pedestrian circulation and identify and enhance the district;
  • Coordination of planting trees and flowers and other vegetation and green areas within the district;
  • Development of unified logos, plaques, decorative pavers, furniture and lighting;
  • Coordinating banners, signs, flags and decorations to promote the district during special holidays and events;
  • Development of public spaces for district activities such as open-air markets and passive recreational uses.

 

The cost of these improvements shall be covered on an on-going as-needed basis and the proposed first year annual budget for the district is proposed to be twenty-five thousand dollars ($25,000).

 

Please take further notice that any owner of real property located within the proposed BID, who is therefore deemed benefitted by its establishment and who wishes to object to the BID’s formation, must file a written objection, on forms provided by the Village Clerk, in the office of the Village Clerk within thirty (30) days of the conclusion of the Public Hearing.

 

Further, the BID will not be established if written objections are filed from:

 

  • The owners of at least fifty-one percent (51%) of the assessed valuation of all the benefitted real property situated within the proposed BID boundaries, as shown upon the municipality’s most recently completed assessment roll (and not including tax-exempt properties which will not benefit by the BID); or
  • At least fifty-one percent (51%) of the owners of benefitted real property within the proposed BID boundaries (not including tax exempt properties that will not benefit by the BID).

NOTICE OF PUBLIC HEARING

   

The Village Board of the Village of Webster will hold a Public Hearing regarding hours of operation with the Village of Webster Parks on Thursday, September 9, 2010 at 7:45 pm in the Community Meeting Room, 29 South Ave.  Public comment will be welcome at that time.

Park hours that will be considered are as follows:

All Village parks will be closed one half hour after sunset and remain closed until sunrise the next day; unless an official BID or Village eent is scheduled.
