Present: Trustee Elder, Trustee Rickard, Trustee Kildal, Trustee Reynolds, and Attorney Kevin Overton
Mayor Elder announced that he reviewed all five of the applications for the new Trustee position that is currently available and he chose Judith Lancy given she is already serving on a village committee and her attendance at most Village Board meetings.
Former Mayor Beh gave the oath of office to newly appointed Trustee Judith Lancy.

Mayor Elder read a letter from resident Harold Krieger.
Motion Trustee Reynolds and Seconded by Trustee Lancy to approve the minutes of February 11, 2010 all were in favor and carried.
Motion Trustee Kildal and Seconded by Trustee Reynolds to approve the workshop meeting minutes from March 2, 2010, all were in favor and carried.
Motion Trustee Reynolds and seconded by Trustee Lancy to approve the payrolls and claims; all were in favor and carried.
Motion Trustee Reynolds and Seconded by Trustee Kildal to approve the legal notice to hear public comment for an application for re-subdivision of current Phase 3 of Scenic Village to include the following: Add .57 acres from tax ID #080.05-1-65 into current 8.6 acre parcel with tax ID #080.05-1-57.11 and change original approved site development plan to include 6 new buildings, clubhouse and swimming pool; rezone the .57 acre parcel from general industrial to residential multiple, all were in favor and carried.
Mayor Elder went through his Power Point presentation on the resident water committee.
Motion Trustee Kildal and Seconded by Trustee Reynolds to establish a Resident Water Committee with a report to the Village Board on or before one year, with these things in mind:
Mission
(1) To compose a plan for the future water supply of the Village
of Webster.
(2) To refer such plan to the Village Board.
Objective
The Committee shall investigate all aspects of the water supply, including, but not limited to, the retention and/or improvement of the current supply or the transfer to a new water supply and/or the disposition or enhancement of assets connected to the Village Water Company.
Membership
1. Not more than 7 Village residents, appointed by the Mayor and confirmed by the Board of Trustees;
2. The Water Department Administrator;
3. The Planning Board Chair;
4. The Village Board liaison to the Water Department
5. One member of the committee shall be appointed Chair by the Mayor and confirmed by the Board of Trustees.
The Committee would consider:
History
The Village of Webster has owned the water supply since 1908, and began to drill wells in the 1930’s.
Quality
Village water is high quality, safe well water, not affected by surface water quality fluctuations. Would quality remain the same?
Assets/Liabilities
The customers of the Village Water Company (both in the Town and Village) have an interest in the $4.1 million assets of the company. How would the assets/liabilities be dealt with?
Service
Would service under a different supplier be the same?
Cost
Would a new supplier result in an increase in the cost of the water?
All were in favor and carried.
Motion Trustee Reynolds and Seconded by Trustee Lancy to establish a Design Elements Committee, with these things in mind:
Mission
(1) To compose informal design elements for building types in the Central Business (CB), Neighborhood Business (NB) and West End Business (WEB) Districts that would advise the Planning, Zoning Board and/or Village Board, the Building Inspector and/or Code Enforcement Officers and residents, developers, builders, and property owners.
To refer such plan to the Village Board by December 1, 2010
Objective:
The Committee shall carefully evaluate the design characteristics of the CB, NB and WEB zones and produce a comprehensive, informal guide of design recommendations for various structures and uses in the applicable zoning districts.
Membership
The Design Elements Committee shall be composed of:
No more than 7 residents of the Village, one shall be appointed Chair by the Mayor and confirmed by the Board of Trustees;
The Planning Board Chair;
A liaison from the Village Board appointed by the Mayor;
The Chair of the Historic Preservation Committee;
The Building Inspector;
The President of the Business Improvement District or their designee.
It is desirable that members appointed to this Board have some sort of design or architectural knowledge.
Trustee Rickard, I don’t understand why we are taking over what the Planning Board is doing?
Mayor Elder, We are not, Peter Adams emailed me today and told me he has some design elements but they are not in an organized fashion and they have never been dealt with in a community format. I have no problem some member from the Planning Board on this committee. As a matter of fact the Planning Board chair will be a part of this committee and these are really informal guidelines that the Planning Board can use to some extent. The committee will sunset on December 2011.
After the motion and second above the official vote was yes from all Trustee’s except Trustee Rickard was a No vote. The vote was 4 -1 and it carried.
On March 16, 2010 at 7:30PM and March 20th at 9:00am a public meeting will be held at 29 South Ave. Community Meeting Hall for input on the comprehensive plan.
Motion Trustee Kildal and Seconded by Trustee Reynolds to appoint Joan Callahan to the Parks and Recreation Committee, all were in favor and carried.
Motion Trustee Reynolds and Seconded by Trustee Lancy to have Pam Stewart as the Chair of the Parks and Recreation committee all were in favor and carried.
Jake Swingly is getting another quote for the repair of well #9 and Donavan Street water main project will be on the way soon. Spring flushing will begin right after Easter Sunday.
Jake Swingly talked about water softeners and the damage that can be done to pipes if not set properly. He also suggests draining your hot water heater and flushing it at least once a year and it will last a lot longer.
Mayor Elder: yes, Jake there are helpful hints on our website concerning these very issues customers might want to take a look at. If you ever have any of these types of question please refer to villageofwebster.com for information or just call the water department.
Attorney had nothing to report.
Mayor Elder wanted the attorney to look into the cemetery issue about owners of the land.
The next senior and disabled meeting will be held on May 13, at 7:30PM at the Phillips Village meeting room.
Motion Trustee Reynolds and Seconded by Trustee Kildal to adjourn the meeting all were in favor and carried.
